You can attach CSS files at the presentation template and form levels.
To attach a CSS file to the form, go to Form Properties 
and go to Web Resources. You can add your CSS file to the Style Sheets.
You can also view any style sheets attached to your presentation template.
Style sheets can be located in your Workspace or at any URL.
N.B. style sheets in your Workspace will be prefixed by $ws in their filepath.
